inspiration from the sea as a "program"

I recall reading somewhere that SVR's wife suggested that he use the calls of the seagulls and the ocean as a program. He did use this idea as inspiration for a work, but I can't remember which one. I am not sure which biography that information was in, either.Could the work be ]Moment Musical, Op.16 No.2 ? That piece, which I love, puzzles me with its plaintive, almost frantic theme in the treble, and the mounting crescendos in the bass. Does anyone know what the inspiration for this work is?
